Affordable Housing Below Market Rate (BMR) Housing Program The City of Cupertino required that 15% of all new construction be affordable to households below 120% of the County median income. Rental units are affordable to very low and low-income households while ownership units are affordable to median and moderate-income households.

The City of Cupertino contracts with Cupertino Community Services (CCS) to screen and place qualified households in most of the city's BMR units. CCS maintains a waiting list of interested persons for these BMR units. If interested, call (408) 255-8033 and leave your name, phone number, number of persons in your household and the type of unit (ownership or rental) that you are interested in occupying. You may also download an application at the agency's website.

Aviare Apartments and Forge-Homestead Apartments conduct their own screening and placement of eligible households in BMR units located in these two complexes. If you are interested in a BMR unit at either of these complexes, please contact the appropriate apartment manager directly at the following phone numbers:
